Conditions for Participation
• Ability to produce 50,000 Postal Voting Certificates in a test production run
• Bulk Mail Partnership (BMP) status with Australia Post
• Provision of mail house number in three Major Mail User Association (MMUA) reports for the last three months including the current month.

Timeframe for Delivery
1 July 2011 – 30 June 2017 with option for a further three years
